For a question like this, where you don't need to come up with the precise numerical answer, all you need is a good "in the ball park" answer. 10% of 52 (5.2) is easy, right? And 100% - 10% is 90%. 100% (52) - 10% (5.2) = 90% (somewhere between 46 and 47). So your answer is no - 41 is too small to be even 90% of 52, let alone 95%. This kind of rough guesstimate calculating can save you time on the easier questions of an exam like the SAT, leaving more time for the tough ones.
