I assume you are asking for the equation of a line. Parallel lines have the same slope. Although the given equation is missing the constant (as pointed out by tutors Denise and Paul), will still have
a = 3
b = -5
Then
m = -a/b = -3/(-5) = 3/5
y = mx + b = (3/5)x + b
Use the given point to find b.
-6 = (3/5)(0) + b
b = -6
y = (3/5)x - 6

Parallel means same slope. Find slope from 5y = 3x and dividing both sides by 5. Then y = 3x/5.
Y-intercept is given in the problem statement as -6. The answer is y = (3x/5) - 6.
