Substituting your slope of -10 and the known point of (1,-6) you can find the value for b. Thus:
-6 = -10 * (1) + b (I use * for multiplication; it's what computers use)
Solving you get
-6 = -10 + b
4 = b
So the full equation of your line is now Y = -10X + 4
