Since it is perpendicular to the given line, its slope is the negative reciprocal of the slope of the given line.

Slope of given line:

m_{0} = -a/b = -(-3) / (1) = 3

Slope of perpendicular line:

m = -1/3

y = (-1/3)x + b

Use the given point to find b.

2 = (-1/3)(3) + b

2 = -1 + b

b = 3

**y = (-1/3)x + 3**

Test the answer.
