When we shift an equation up on the coordinate plane, we ADD to its b value (y=mx+b)
Remember, f(x) is the same thing as saying 'y'
f(x) = 9x-1
This functions b value is -1. So we will ADD 5 units to it.
-1 + 5 = +4
Our new function will be f(x)=9x+4
