3(y-7)=3[-2/3(x+1)] Simplify
3y-21=-2(x+1) Use the distributive property to get rid of parenthesis.
3y-21=-2x-2 Add 2x to both sides of the equation
2x+3y-21=-2x-2+2x Simplify
2x+3y-21=-2 Add 21 to both sides of the equation
