Longest continuous carbon chain is 6 making it a hexane. Since there is a double bond, that makes it a hexene. Now, add the substituents. If we start counting from the right, we have a methyl group (CH3) on C#2 and on C#4, and the double bond on C#2, so we name this compound 2,4-dimethylhex-2-ene.
