Point slope formula.

y - y₁ = m(x - x₁)

y - 6 = 8(x - (-4))

y - 6 = 8x + 32

y = 8x + 38

Solve for b.

y = mx + b

6 = 8(-4) + b

6 = -32 + b

b = 38

y = 8x + 38
