Hello, I think what you are looking for is the y-intercept, the point where the line crosses the y-axis.
To do this we can use the point they gave us, (20, 7). We can substitute 20 for x and 7 for y into the equation, then solve for b.
y = (4/5)x + b
7 = (4/5)20 + b
7 = 16 + b
7 - 16 = 16 + b - 16
-9 = b
b = -9, so the y-intercept is the point (0, -9)
