When the problem asks you for the scale factor, it means you're dealing with a ratio. That is, whatever you make the length or width for one rectangle, you multiply/divide the other rectangle's comparaiative sides by 2.5. So if you were to say make a rectangle that has a width-length of 2x4, the other rectangle would be 5x10, because:
2 * 2.5 = 5, and 4 * 2.5 = 10
I suggest making your smaller rectangle use even numbers so that when you multiply by 2.5, you get whole numbers and you don't have to worry about being halfway points on the grid.
