Couple things here that help us out...
1) x=3 is a vertical line, so if you are looking for a line that is perpendicular you are looking for a horizontal line.
And horizontal lines go through the y-axis and have equations of y= a #
2) the point on the vertical line is (4,-5), it has a y-value of -5
****Every y value on a horizontal line will be the same****
so the equation for a perpendicular line would be y= -5
