The expression 3x - 2y means to take 3 multiplied by x and subtract 2 multiplied by y. Since x is 7 and y is 3, it then means we take 3 multiplied by 7 and subtract 2 multiplied by 3. There is a certain order in doing the arithmetic though. You must ALWAYS do multiplication (or division) before addition (or subtraction).
So we first multiply 3 and 7 to get 21. Then we multiply 2 and 3 to get 6. Then we subtract and 21 - 6 = 15. So the answer is 15.
