I don't I don't know who thought that the slope of a parallel line equals 0 that is false the slope of the line are equal when parallel so y =mx+ b

Any line that is parallel to the x-axis has a slope of 0
Using y=mx+b with m=0 and the point (22,29) so x=22 and y=29, we get
29 = 0(22) + b
29 = 0 + b
29 = b
So now can write y = 0x + 29, but 0x = 0, so the equation becomes y = 29
