T = period = 3 sec

v = tangential speed (at the radius) = 12.56 ft/sec

R = radius = ?

ω = angular speed = 2π/T

v = ωR = (2π/T) R ⇒

R = [T / (2π)] v

Plug in the numbers for T and v, and get R in feet.
