As a transitive verb, outvalue is the grammatically correct spelling.

The second one is correct. "Outvalue" is a single verb. See, for instance, Merriam-Webster or any other dictionary. Some similar words are also compound, such as "outwit," although some of these are optionally hyphenated. It's rare for "out" to come before a verb without being attached to it somehow.
