Why was the outbreak of World War One a surprise to many Europeans?

The outbreak of world war one was actually not that such of a surprise as tension was building up for years before the assassination of Franz Ferdinand.

What might have been surprising was the sheer scale of the war, as this many countries getting into a single conflict this fast was never seen during that time period.
