For the 100% mixture, you will have 6 quarts of pure anti-freeze (AF)

For the 35% mixture, you will have 14 x .35 = 4.9 quarts of pure AF

For a total of 10.9 quarts of pure AF

10.9 quarts AF/(20 total quarts solution) = .545 or 54.5% of the mix is pure AF
