translate it to the right 13 units
you get:
y=x-13 =h(x) when x=13 y=0 Previously, x=0 meant y=0
0 to 13 for x is a clear shift to the right by 13
h(x)=x-13 has to be correct. Sometimes textbook answers are wrong, same with instructors answer keys

While both functions result in the same graph, the interpretation of each is different. f(x) = x - 13 indicates and shift down of 13 unites. f(x) = (x - 13) indicates a shift right 13 units. This difference is more apparent in non-linear functions.10/13/19
