First write the equations in slope intercept from : Y = mX + b m: slope b: y-int
1: 7y = -3x ==>y = (-3/7)X
2: 7x-3y=12 ==> -3y = -7x+12 ==> y = (7/3)x -4
for two lines to be perpendicular, the products of their slope has to be -1 So
m1 * m2 = (-3/7)(7/3) = -1 so these two lines are perpendicular
