represents the amount of sales tax in a certain state that would be collected on an

item that has been discounted by a certain percent. The expression has two factors.

However the discount is either unclear or incorrect!

5% discount is C - 0.05C = 0.95C

C - 0.05 means the price is discounted 5 cents,
