Hi there. The wording "which involves hazardous materials shall comply with the following requirements" indicates that the focus is on any open air storage with hazardous materials. If there is an open air storage, and it contains hazardous materials, it "shall" comply with the following requirements (1,2,3). It seems to clearly direct that any open air storage with hazardous materials should meet those requirements.

The word "shall" is not always a directive, however. Although, it likely is unless you're taking a law or business class.
