Rational----it is the quotient of 2 integers.
Note that 7/8 is precise. By contrast, something like pi or e has only a decimal value that goes on forever. Since they cannot be represented as the quotient of integers, they are irrational.
A rational fraction can also have a decimal form that goes on forever, but the fractional form is exact.
In decimal form, 2/3 is -06666666666....repeating forever. But, if you multiply by 3/4, you get 1/2, which is exact. Therefor each part must also be exact.
