Twice a number is 2n. Three more than that is 2n + 3. No, this is not 5 or 5n.
Here's the tricky part: if it says "is at most," that means it has to be less than or equal to 23. The wording makes it seem like it should be ≥ 23, but let's use 24 as an example of a number greater than 23. If 2n + 3 is at most 23, it certainly can't be 24!
