I think you may be asking, "Is 16 ft 6in a precise measurement?"
Precision is defined as the occurrence of multiple measures (of the same thing) that are very close together. The following would be precise: 1.00g, 1.01g, and .99g.
Accuracy is how close a measurement is to the known value. The following would not be accurate, although precise: 1.00g, 1.01g, and .99g, when the known value is .50g.
Therefore, precision may not be determined without comparison to a set of values.
