A Thermoelectric cooler is a metalic device that uses the properties of electricity to create a 'heat pump' effect that transfers heat from one surface of a metal structure, to the other side of the metal structure. In other words it separates the hot side from the cold side. The Peltier heat pump utilizes the atomic properties of the semiconductor materials at the atom level. This transfer of Heat requires energy, and that energy comes from the electric field created by electricity. For further information, please search for the key word 'Peltier heat pump'. Wikipedia has an excellent write-up.
