When they say "a number," that number is what you call x. From that point you try to work from the inside out. In this case, You say to yourself, ok I want one third of a number. We said "a number" is x, so one third of "a number" is (1/3)x. Then from here you finish what the rest of the statement wants. They want 2 more than (1/3)x. 2 more means add 2, so ultimately we have (1/3)x + 2. They want this whole expression equal to 8, so you put an "= 8" at the end, giving you (1/3)x + 2 = 8.
