I think you got the functions typed wrong. It makes more sense if
E = .60M + 12.95
L = 1.25M +17.30
Then the difference in charges (C) would be
C = L - E = (1.25M + 17.30) - (.60M + 12.95)
Distribute the negative
C = 1.25M + 17.30 - .60M - 12.95
Combine like terms
C = 1.25M - .60M + 17.30 - 12.95
Simplify
C = .65M + 4.35
