Generally, we use "at" when we are indicating a place such as a factory or a shop or a job, such as in, "He invented it while he was at wor for IBM."
We like to use "in" when we refer to a contained space, such as, "We visited Multnomah Falls while we were in Oregon." Or, "He shaved his beard in the bathroom."
