20 mEq/10 ml translates into 2.0 mEq/ml (simply divide the mEq by the 10 ml).

14 mEq x 1 ml/2.0 mEq = 7.0 mls required

So, you would have to add 7.0 mls of the original KCl to the bag of fluid.
