That's a good question.

Web Development refers to the act of developing, programming or putting together a website from the technical point of view. A web developer is typically a programmer who probably codes in PHP, JavaScript Frameworks, C#, Ruby or Python Frameworks.

Web Designing is the act of wire-framing, designing and constructing a purely concept document for the way a website looks. This person would most like use tools like Photoshop, Dreamweaver, Moqups, Adobe XD or similar.

There is some debate in the community depending on who you ask as to whether someone who does not code but strictly uses CMS platforms like Wordpress, Wix, Joomla, etc... is a designer or a developer. I would consider them a developer unless the websites they made were completely not functional.
