Assuming that the cylinder contains 12 golf balls lined up in one column with a tight fit, please see below my calculations and work for this problem.
The height was calculated by adding the diameters of the 12 golf balls
The radius is basically the radius of one of the golf balls.

h = height(3.8 * 12 = 45.6)
r = radius(3.8 / 2 = 1.9)
Lateral Area = 2πrh = 2π(1.9)(45.6) = 173.28π = 544.0992
Base area = πr^2 = π(1.9)^2= 3.61π = 11.3354
