Is something that isn’t moving slow?

If you have 3 cars, one is moving at 0 miles per hour, one is moving at 30 miles per hour and one is going at 100 miles per hour. Which one is the slowest??

Is something that doesn’t move considered slow?

Something not in motion is considered to have a speed of zero and the usual meaning of something that's slower than another is that its speed is lower. So the 30 mph car is slower than the 100 mph car and the motionless car is the slowest of all.
