Here are a couple hints. The center of the circle is at (2,-3). If you draw a radius to the point of tangency (6,0) that segment will be perpendicular to the tangent line. So, calculate the slope of that radius, the tangent line will have a slope that is the negative reciprocal of that slope. Then use point-slope to write the equation of the tangent line.
