You might recognize these three numbers as a Pythagorean triple. These are three integers that satisfy the Pythagorean theorem. 5^2 + 12^2 = 25+144=13^2=169!
You then have your choice of which trigonometry function to apply, using SOHCAHTOA. I'll use tan B= 12/5=2.4, so angle B is 67.4 degrees.
The correct answer is therefore C.
