Red eye occurs from the reflection of the light in a human subject's retina . If the flash is off axis to the eyes, or a pre-flash is utilized, there will not be any red eye.

you can use the magic wand in photoshop and increase its intensity from 0-100 depending how precise you want the eye to be filled in or cut out.
Another way is to create another layer and use the polygon line tool to outline the eyeball and then using the paint bucket to put a solid color over the eye. Do this twice for both eyes on two separate layers.
