h is a function of the variable t, not x. That is, t takes the place of x, so just treat t as if it were x. h(t), btw, is the equation of a parabola in vertex form. The vertex form is, using t instead of x:
h(t) = a(t-h)2 + k
where (h,k) are the coordinates of the vertex and a is a constant. So in your equation, the vertex is located at (3.7, 87.2). The t-coordinate of the vertex is 3.7.
