These equations can be more clearly visualized if we out them into y=mx+b form. So,

y= 4x-3 and y= -2x.

They have slopes of 4 and -2 respectively. If two lines are parallel, the slopes would be equal. If two lines are perpendicular, the slopes would be opposite reciprocals, for example 3 and -1/3.
