Hopefully you know how to graph the line. It will be dotted because it's not "our equal to." Everything above the line will be shaded.
To make sure you did it right, pick any point in the shaded region, insert x and y, and make sure it makes the equation true. You'll notice that picking a point on the line doesn't work, which is why it's dotted, but we have to mark our boundary.
