You realize, of course, that you're asking for an ethical call rather than a practical call.
I would say that yes, you can cite the research provided that you properly attribute it and honestly address the caveats you recognize. It's submitted research that's not yet established and peer-reviewed. As long as you honestly attribute it – and are prepared to defend why you're representing it the way you are in your presentation – I can't see a scenario why you wouldn't want to do it.
