Slope intercept form is y = mx + b where m is the slope of the new line and b is the y-intercept
To find the slope in this case, use the fact that the new line is perpendiciular to y = 4x+ 11. In this equation the slope is 4. A llne perpendicular has a slope that is the negative reciprocal to the original equation.
Thus our new equations slope will be the negative reciprocal of 4 which is -1/4.
Use the y = mx + b foirmat and the point given to solve for the b, or y intercept.
Plug in the values (x, y) of the point which are x = -8 and y = 9 and our m of -1/4
y = mx + b
9 = -1/4(-8) + b
9 = 2 + b
b = 7
Thus the equtaion in slope intercept form is: y = -1/4x + 7!!
