Dear Brenda,
In most inequality problems in your class, there will be one variable. To solve, you should get this variable by itself. Teachers call this "isolating the variable." (You don't have to worry about what the multiplication principle is at the moment. I can explain that later.)
To isolate the variable in your first problem, you could get rid of the -4. Do you know how to do that?
If you're stumped, try thinking of how to solve a simpler problem, like 2y ≤ 10.
If that is also too tricky, try thinking of how to solve something more familiar, like -4y = 1/4. While solving equalities is not exactly like solving inequalities, it is quite similar and may help you realize how to solve your first problem.
