Add another 9 gal to the larger bucket: total = 18 gal

Fill the 9 gal bucket and pour to fill the 22 gal: total = 27 gal

Pour out the 5 gal remaining in the smaller bucket, but make note of the 5 gal level.: total = 22 gals

Pour out 5 gal from the larger bucket into the smaller bucket to the 5 gal line: total = 22 gals

Dump out the smaller bucket: total = 17 gals in the large bucket and 0 in the smaller bucket
