I assume you refer to outdoor photography. The best times to photograph a subject outdoors are in the early morning and late afternoon, often referred to as the "golden hour". The sun will be lower in the sky and shadows will be pronounced. If you are photographing a person, and you place their back to the sun, be sure to use a "fill flash" to illuminate their face, as otherwise their face will be drastically underexposed.
I avoid photographing people at noon under bright sun, when the light is brightest and shadows are harshest. If you must shoot during noon, try to put your subject in the shade, where the contrast between light and shadow isn't so harsh.
