How did people apply for university in the 18th century?

Universities have been around for a while. I am reading a book called Frankenstein. One of the main characters, Victor Frankenstein, attends the University of Ingolstadt in Germany. Now, it makes me wonder how people applied for universities in Europe back then in the 18th century. Who were eligible to attend university? Did they pay the tuition directly to the professors? In today's society, one usually graduates high school to get into a university. How was it done back then? It doesn't have to be Germany. I would just like to know how universities worked in Western Europe in general.
