Substitution method works every time
find value of one variable from one equation and plug it in other equation
x + y = -2 therefore x = -2 -y
plug this value in second equation
2(-2-y) - 3y = -9
-4 -2y - 3y = -9
-4 -5y = -9
-5y = -5
y = 1
plug value y into first equation and get value of x
x + 1 = -2
x = -3
