8 more means add 8

thrice means three times

 

length = 3w + 8

 

Area = length · width

28 = w(3w + 8)

28 = 3w² + 8w

0 = 3w² + 8w - 28

0 = (3w + 14)(w - 2)

 

Width cannot be negative, so w = 2 and l = 14.
