While I would love to tell you that there was a way to easily manipulate the weather, the answer is a little more complex and involves long term changes.
The simple answer to your question is climate change.
When the planet warms the air warms. When this warm air moves over a region that is colder it can freeze the moisture in the air and cause an ice storm.
Air pollution such as aerosols can alter cloud formations and could lead to ice storms.
Climate change can also alter jet streams which could cause some regions to have more severe weather.
