L=1.5W. 

And the perimeter of a rectangle is

 

2W+2L=75

 

substitute the 1st equation into the second.

2W+2(1.5W)=75

2W+3W=75

5W=75

W=15

so L=1.5(15)=22.5

(2*15)+(2*22.5) = 30+45 = 75

if x = the width of the rectangle, the the other side is 1.5x

Therefore, the perimeter is 2x + 2(1.5)x = 75 or 2x + 3x = 75 or 5x = 75
