Hi,
Photoshop has an option for high resolution monitors. Go to Edit>Preferences>Interface and change the UI Scaling, by default it should be on auto but try changing it to 200% or 100% to see which one works better for you. You can also change the UI Font size if it is too small for you. You will have to restart Photoshop to be able to see those changes, If you want to compare them you can make a screen capture.
