What is the best way to collect pictures that are not well captured and thus never find their way to social media websites like Facebook, Instagram?

I work on image and video quality assessment and I am attempting to build a very large image/video database. Almost all of the images that are uploaded in social media websites are, if not post processed, atleast well captured. Most of us take 100s of pictures and end up uploading only a few good ones. Is there an easy way to gather the ones that are not of high quality (eg: blurry, under/overexposed)?

From the sound of it, you want access to the photos that people have taken but have decided not to share publicly. Therefore, the only non-shady way of gathering these photos would be offering incentive for them to open up their entire camera gallery to you. What that incentive would be and how'd you market it is up to you, but you cannot legally access personal user galleries without them giving consent somehow.
